Who are those 52 lakh voters whose names were deleted by the Election Commission? What was in the report on Special Intensive Revision (SIR)?

A major update has come out regarding special intensive revision (SIR) in Bihar in which it has come to light that more than 52 lakh names will be removed from the voter list.

Many things are coming to the fore in the data released by the election commission before releasing the draft voter list on 1 August 2025. Out of these 52 lakh people, more than 18 lakh people have left the world, so the rest are no longer eligible to vote, which means the commission has agreed to this for some reason or the other.

On one hand, it has become clear in this survey that till now, from the total voters, necessary forms for entry of approximately 7 crore 68 lakh people have been submitted, while there are 21 lakh 35 thousand voters whose forms have not yet arrived but during this process some other important matters have also come up.

18 lakh 66 thousand people came out who are not in this world, still their names are intact in the voter list. 26 lakh 1 thousand voters came out who had been shifted to another place from their old Vidhan Sabha seat and another 7 lakh people came out whose name was registered at more than one place, meaning they could have cast their vote at more than one place.

This directly raises questions on the electoral performance, that is, in total there are 52 lakh 30 thousand voters who have either died or their place has been changed or are included in the duplicate entry. It was also told in the report of the election commission that till 24 June 2025, there are a total of 7 crore 89 thousand voters in Bihar.

To contact all of them, 1 lakh BLOS, 4 lakh volunteers and 1.5 lakh DLA have been deployed. These people are going door-to-door and getting the forms filled from the voters so that the draft voter list can be prepared.

Till now, forms have been received from 1 crore 16 lakh people and data of 7 crore 13 lakh of them has been digitised. The number of such voters who could not be found at their addresses is 52 lakh 30 thousand which is 6.62% of the total voters.

Out of these, there are 18 lakh 66 thousand permanent voters, 26 lakh 1 thousand shifted voters and 7.5 lakh multiple register voters.

It is also said that from 1st August to 1st September, the general public will get a chance to lodge a complaint regarding any name in the voter list, if any name is wrong, any is a duplicate, any is missing or any name is missing, then they can apply for correction within 1 month.

This process is being called special intensive revision (SIR). Actually, this is the wish of the election commission which is done once in a few years so that the voter list can be updated, but this time the people who have come to Bihar are going to make it a little uncomfortable.


One more point which needs to be paid attention to is the enumeration forms, that is, the form which every voter has to fill so that his name can be included in the voter list. Out of the total voters of 7 crore 89 lakh, 7 crore 16 lakh people have filled the forms, whereas the forms of 21 lakh 35 thousand people have not been received yet. The Election Commission says that the district heads of 12 major political parties of Bihar have also put BLA on their stars so that they can reach out to the left out voters.
